Applicants shall meet the following conditions: 1. Legal person qualification and a sound organizational structure; 2. Registered capital and net assets of more than 12 million yuan; 3. More than 3 consecutive years of experience in testing activities for lines and substation facilities above 10 kV; 4. The technical director and safety director shall have more than 5 years of experience in managing electrical power facility testing and hold intermediate or above technical qualifications in electrical power-related majors; 5. More than 20 professional technical and economic management personnel, including more than 15 electrical power-related engineering and technical personnel; 6. More than 10 electricians with grid operation permits, including more than 3 high-voltage electricians and more than 6 special-type electricians; 7. A sound and effective safety production organization and system, conducting safety training in accordance with the law, with more than 3 full-time safety supervision personnel; 8. A fixed business site with a total area of more than 600 square meters, various professional testing laboratories, and testing equipment for electrical power facilities with voltage levels above 110 kV; 9. A sound technical archive management system.
