(3) Have undertaken the following projects within 5 years, with qualified project quality:

1. 200 kilometers of transmission lines above 110 kV or 400 kilometers of transmission lines above 10 kV;

2. 2 substations above 110 kV voltage level or 4 power transformation projects above 10 kV voltage level;

(4) The highest annual project settlement income in 3 years is over 20 million yuan;

(5) The technical leader has more than 5 years of experience in power facility installation management and holds a professional technical qualification of engineer or above in the power specialty;

(6) Have no less than 50 professional technical personnel and economic management personnel, including no less than 30 engineering technical personnel; among the engineering technical personnel, no less than 10 have intermediate or above professional technical qualifications in the power specialty;

(7) Have no less than 5 registered constructors of second-level or above in the power specialty or project managers with second-level or above qualification in the power specialty;

(8) Have no less than 40 registered electricians with grid operation certificates, including no less than 20 high-voltage electricians;

(9) Have no less than 3 budgeters, no less than 10 installation foremen, no less than 1 full-time quality inspector, and no less than 1 construction contract administrator with the "Post Certificate for Professional Management Personnel of Construction Enterprises and Institutions";

(10) Have a safety management organization, with safety engineers holding professional technical qualifications of engineer or above in the power specialty; no less than 1 full-time safety supervision personnel;

(11) Have construction machinery and quality testing equipment suitable for the scope of projects that can be undertaken;

(12) Have a sound technical archives management system.

Article 5: Those who obtain the Class 4 installation-type installation (repair, test) power facility license can undertake the installation of power transmission, power supply, and power receiving facilities below 35 kV.

Applicants for the Class 4 installation-type installation (repair, test) power facility license shall meet the following conditions:

(1) Have legal personality and a sound organizational structure;

(2) Registered capital of not less than 5 million yuan, with net assets of over 6 million yuan;

(3) The technical leader has more than 4 years of experience in power facility installation management and holds a professional technical qualification of engineer or above in the power specialty;

(4) Have no less than 30 professional technical personnel and economic management personnel, including no less than 15 engineering technical personnel; among the engineering technical personnel, no less than 5 have intermediate or above professional technical qualifications in the power specialty;

(5) Have no less than 2 registered constructors of second-level or above in the power specialty or project managers with second-level or above qualification in the power specialty;

(6) Have no less than 30 registered electricians with grid operation certificates, including no less than 15 high-voltage electricians;

(7) Have no less than 2 budgeters, no less than 6 installation foremen, no less than 1 part-time quality inspector, and no less than 1 construction contract administrator with the "Post Certificate for Professional Management Personnel of Construction Enterprises and Institutions";

(8) Have a safety management organization, with safety engineers holding professional technical qualifications of engineer or above in the power specialty; no less than 1 part-time safety supervision personnel;

(9) Have construction machinery and quality testing equipment suitable for the scope of projects that can be undertaken;

(10) Have a sound technical archives management system.

Article 6: Those who obtain the Class 5 installation-type installation (repair, test) power facility license can undertake the installation of power transmission, power supply, and power receiving facilities below 10 kV.

Applicants for the Class 5 installation-type installation (repair, test) power facility license shall meet the following conditions:

(1) Have legal personality and a sound organizational structure;

(2) Registered capital of not less than 2 million yuan, with net assets of over 2.4 million yuan;

(3) The technical leader has more than 3 years of experience in power facility installation management and holds a professional technical qualification of engineer or above in the power specialty;

(4) Have no less than 8 professional technical personnel and economic management personnel, including no less than 5 engineering technical personnel; among the engineering technical personnel, no less than 2 have intermediate or above professional technical qualifications in the power specialty;

(5) Have no less than 1 registered constructor of second-level or above in the power specialty or project manager with second-level or above qualification in the power specialty;

(6) Have no less than 15 registered electricians with grid operation certificates, including no less than 5 high-voltage electricians;

(7) Have no less than 2 budgeters, no less than 6 installation foremen, no less than 1 part-time quality inspector, and no less than 1 construction contract administrator with the "Post Certificate for Professional Management Personnel of Construction Enterprises and Institutions";

(8) Be equipped with at least 1 part-time safety management personnel, with safety engineers holding professional technical qualifications of engineer or above in the power specialty;

(9) Have construction machinery and quality testing equipment suitable for the scope of projects that can be undertaken;

(10) Have a sound technical archives management system.

Chapter 2: Grade Standards for Repair-type Installation (Repair, Test) Power Facility Licenses

Article 7: The grades of repair-type installation (repair, test) power facility licenses are divided into Grade 1, Grade 2, Grade 3, Grade 4, and Grade 5.

Article 8: Those who obtain the Grade 1 repair-type installation (repair, test) power facility license can undertake the repair of power transmission, power supply, and power receiving facilities of all voltage levels.
